On May 19, 2025, USDA Secretary Brooke Rollins announced the approval of the Nebraska Supplemental Nutrition Assistance Program (SNAP) Healthy Choice Waiver. This waiver is a first step in improving healthy food choices within the Nebraska SNAP program by eliminating the purchase of soft drinks and energy drinks from SNAP purchases by January 2026. For Nebraska retailers, this means SNAP benefits can no longer be used to purchase specific ineligible items at your location, including soda and energy drinks. DHHS looks forward to working with our retailers to implement these changes to create a healthier Nebraska.

SNAP Healthy Choice Waiver Webinars
The Department of Health and Human Services (DHHS) has submitted a request to the U.S. Department of Agriculture (USDA) to expand the state's Supplemental Nutrition Assistance Program (SNAP) Healthy Choice Waiver to include candy as an ineligible purchase. The DHHS SNAP Healthy Choice Waiver team will be hosting a series of webinars for retailers. Our goal is to provide information to retailers regarding the changes to SNAP due to the new Candy Restriction.
