One Big Beautiful Bill Act (OBBBA) Important SNAP Updates
On July 4, 2025, President Donald J. Trump signed Public Law 119-21, the One Big Beautiful Bill Act of 2025 (OBBBA). OBBBA includes changes to SNAP eligibility. The following changes will be effective in Nebraska starting October 20, 2025.
Modifications to SNAP Work Requirements for Able-Bodied Adults
OBBBA changes requirements for Able-Bodied Adults Without Dependents (ABAWDs), subject to 3 months of time-limited benefits.
Age Changes:
- Individuals between the ages of 18 and 64 are subject to ABAWD work requirements.
- The age of a dependent child has been reduced to a child aged 13 and under.
Exception Changes:
The following three exemptions will be removed:
- Veterans;
- Homeless individuals; and
- Individuals aging out of foster care.
A new exception has been added for Indians, Urban Indians, California Indians, and other Indians who are eligible for Indian Health Services.
Availability of the Standard Utility Allowance (SUA) Based on Receipt of Energy Assistance
Households receiving a qualifying Low Income Home Energy Assistance Program (LIHEAP) payment must contain an elderly or disabled member to have the SUA automatically applied to their case.
Alien Eligibility
To receive SNAP, you must live in the United States and meet one of the following criteria:
- Be a citizen;
- Be a lawfully admitted for permanent residence (Green card holder);
- Be a Cuban and Haitian entrants; or
- Be authorized to live and work in the United States under the Compacts of Free Association (COFA).
Eligibility for refugees, those granted asylum, and any others not explicitly included in the list above are removed.
These changes will be implemented with initial and recertification applications starting on October 20, 2025. If any of the above changes affect your household, please report this information when you:
- Submit a new SNAP application;
- Complete your next recertification; or
- Report a change.
