    Requests for Information

    ​Requests for Information are primarily tools DHHS uses for market research, to discover how certain services are being provided or what services are available. DHHS will also use an RFI to gauge vendor interest in providing services that may be directly awarded by DHHS.

    ​Innovative Child and Family Well-Being Solutions

    The State of Nebraska, Department of Health and Human Services (DHHS), Children and Family Services Division (CFS) is issuing this Request for Information RFI for the purpose of gathering information for Innovative Child and Family Well-Being Solutions.

    Interpretation Services

    The State of Nebraska, Department of Health and Human Services, Operations Division (hereafter known as DHHS), is issuing this Request for Information (RFI), Interpretation Services. The purpose of this RFI is to determine if one firm can serve as a single point of contact and provide program coordination services for all inperson interpreting needs identified by DHHS at locations across the entire state of Nebraska.

    Requests for Proposal

    ​​Requests for Proposal are the primary formal, competitive proposal method used by DHHS for the provision of services to the agency. Proposals are usually evaluated on the basis of cost and technical merit.​

    116390 O3 Autopsy Services for Nebraska Coroners
    Opening Date: October 24, 2023

    The State of Nebraska (State), Department of Health and Human Services (DHHS), Division of Public Health, is issuing this Request for Proposal (RFP) Number 116390 O3 for the purpose of selecting a qualified Contractor to provide autopsy services for Nebraska Coroners for any suspected opioid and/or stimulant overdose. A more detailed description can be found in Section V. The resulting contract may not be an exclusive contract as the State reserves the right to contract for the same or similar services from other sources now or in the future.

    116829 O3 Child Support Enforcement Customer Service Call Center
    Opening Date: October 23, 2023

    The State of Nebraska (State), Department of Health and Human Services (DHHS) is issuing this Request for Proposal (RFP) Number 116829 O3 for the purpose of selecting a qualified Contractor to provide Nebraska Child Support Enforcement Customer Call Center services.     Nebraska Opioid Settlement Remediation Advisory Committee
    Opening Date: July 15, 2023

    The Nebraska Opioid Settlement Remediation Advisory Committee (Advisory Committee) is seeking proposals from qualified vendors to conduct a needs assessment at a competitive and reasonable cost specific to opioid disorder related treatment and prevention priorities for the state of Nebraska. The Advisory Committee is requesting that a needs assessment be completed to help identify the opioid disorder related treatment and prevention priority areas across the state. This completed assessment will inform and guide the Advisory Committee with the information needed to formulate a disbursement of funding plan properly and effectively track outcomes in alignment with terms of any Settlement Agreements, the Opioid Prevention and Treatment Act, achieve regional equality, and must be evidence-based and objectively prioritized as outlined in the bylaws . Potential future uses of the needs assessment data may include the development of a dashboard to track the outcomes related to the identified priorities. Proposals will be accepted through 5 pm CDT on August 15, 2023, emailed in a single PDF file to Amy Reynoldson at amyr@nebmed.org.

    ​115714 03 Comprehensive Developmental Disabilities Waiver

    ​The State of Nebraska (State), Department of Health and Human Services (DHHS), is issuing this Request for Proposal (RFP) Number  115714 O3 for the purpose of selecting a qualified Contractor to provide consultation services to evaluate and provide recommendations to incentivize independent living versus congregate twenty-four (24) hour residential living for Comprehensive Developmental Disabilities (CDD) waiver participants.  

    115517 03 Center for Nursing Media Campaign
    Opening Date: September 1, 2023

    The State of Nebraska (State), Department of Health and Human Services, Center for Nursing (CFN), is issuing this Request for Proposal (RFP) Number 115517 O3 for the purpose of selecting a qualified Contractor to provide marketing, creative and media buying services to develop the CFN brand and promote the nursing profession in the state of Nebraska. The Center for Nursing projects a shortage of over 5000 licensed nurses in NE by 2025. A marketing and promotion campaign is needed to assist in recruitment and retention of new and veteran Registered Nurses (RNs) and Licensed Practical Nurses (LPNs).  Created in 2000 by the Nebraska Legislature following the last catastrophic nursing shortage, the Center for Nursing is the organization that tracks all issues of supply and demand for nurses, including issues of recruitment, retention, and utilization of nurses. The Legislature expects an ongoing strategy for the allocation of the state's resources directed towards nursing. A more detailed description can be found in Sections II through VI.     112209 O3 Heritage HealthOpening Date: July 1, 2022

    The State of Nebraska, Department of Health and Human Services (DHHS), is issuing this Request for Proposal (RFP) Number 112209 O3 for the purpose of selecting a qualified bidder to provide a full-risk, capitated Medicaid Managed Care program for physical health, behavioral health, pharmacy, and dental services.

    Written Questions regarding the project for Round 1 are due no later than May 2, 2022.
    Written Questions regarding the project for Round 2 are due no later than May 23, 2022.

    Quote Requests

    DHHS issues Requests for Quotes for smaller contracts (under the formal competitive bid thresholds) or for contracts for which it has exempt authority to contract without going through an RFP Process. These processes are informal and may involve continuously open requests for proposals or RFP-like discrete proposal processes.

    NHAP Legal ServicesResponse Due Date: October 14, 2022

    This RFQ is being issued by the Division of Children and Family Services, Department of Health and Human Services, Nebraska Homeless Assistance Program (referred to as DHHS). This RFQ seeks an eligible and qualified entity to provide legal services for individuals at-risk of or experiencing homelessness in Nebraska.

    Tiered Foster CareInitial Due Date: August 29, 2022

    This Quote Request is being issued by the Division of Children and Family Services, Protection and Safety. This RFQ seeks qualified providers who are Child Placing Agencies licensed in Nebraska to provide support to foster homes who are able to meet the requirements outlined in this RFQ.

    FY 2024 Lifespan Respite Network (NLRN) Funding AnnouncementResponse Due Date: December 20, 2022

    This funding is for the purpose of further implementing the requirements of the Nebraska Lifespan Respite Services Program (Ne. Rev. Stat. 68-1520 through 6201528) to develop, and expand access to, the existing infrastructure of available respite resources of the statewide Lifespan Respite Network and enhance partnerships to ensure local Respite Network sustainability that is integrated into the state's long-term services and supports system.

    FY 2024 Lifespan Respite Network (NLRN) Secondary Funding Announcement
    Response Due Date: December 22, 2022

    This funding is for the purpose of seeking proposals for innovative local respite activities and/or programs to assist family caregivers through the development of and providing new and emergency respite services such as; training and recruiting respite workers, including volunteers and community agencies; or  providing or assist caregivers in gaining access to additional respite care services or opportunities that meet the needs of both the caregiver and care recipient while expanding respite service options statewide.

    ​Requests for Qualifications

    Requests for Qualifications are the procurement method used by DHHS to established vendor pools. Vendors are pre-qualified by DHHS to provide services in a certain area. When DHHS has a scope of work ready, DHHS contacts the pool to provide the opportunity to propose services and cost. ​

    iServe Nebraska

    The State of Nebraska seeks to prequalify a pool of contractors able to provide Agile application or platform development and deployment agile application development services to implement the iServe Nebraska, and/or legacy modernization services to incrementally enhance the existing benefits eligibility and enrollment system (N-FOCUS) functionality, to deliver a modern and improved user experience. Opening date: January 5, 2021, continuous thereafter.
