What you need to know

​​Service Authorizations for Agency Supported Foster Care or Group Home Placements

Service Authorization questions for agency supported foster care placement can be submitted to the IM-FC Supervisor for the Service Area where the placement is located.

Agency Supported Foster Care Payments

  • Agencies are responsible for paying the foster home affiliated with their agency to provide foster care.
  • Foster Care payments cannot be made while a state ward is receiving Aid to Dependent Children (ADC) payments for a relative. The ADC will have stop before Agency Supported Foster Care can be paid.
  • Agency supported foster care begins the date the home affiliates and is supported by  the agency.
  • When a child is placed out of state under Inter-State Compact on the Placement of Children (ICPC), agency supported foster care payments will stop on the date the child is placed out of state.
  • When a foster parent ends their affiliation with an agency, they should be informed that they need to set up a payment method for the new agency the home is affiliated with or if there is no new affiliation, with DHHS to process payments the next month.
  • Ongoing Payments are processed on the first Monday of each month and then mailed the next day, or direct deposited two days after the first Monday of the month.
  • Payments processed after the first Monday of the month will take approximately 10 working days to be received.
  • Payment is not made for the final date of care.

Medicaid for State Wards

  • Children determined to be title IV-E (federal) funded will receive Medicaid when their opening packet of information is received by the Income Maintenance Foster Care worker from the assigned Children and Family Services Specialist.
  • Children who are State funded, will be referred to Medicaid and Long-Term Care for their determination of Medicaid eligibility when the opening packet of information is received by the Income Maintenance Foster Care worker from the assigned Children and Family Services Specialist.
  • Children who are not a U.S. citizen and do not have legal residence will need to have a Letter of Entitlement provided by their Children and Family Services Specialist for routine medical services to be covered.
  • For children placed under Inter-State Compact on Placement of Children (ICPC), when they are title IV-E (federal) funded will have their Medicaid activated by the assigned Income Maintenance Foster Worker when the ICPC information is received from the sending state.
  • For children placed under ICPC who are state funded, must have an application submitted on their behalf to Medicaid and Long-Term Care to have their eligibility determined for Nebraska Medicaid.
