Market Rate Survey
The Market Rate Survey (MRS) is a federal requirement of the Child Care and Development Block Grant, as well as being a part of state statute.
The MRS collects data every two years from licensed providers across Nebraska.
Child Care Subsidy rates for child care providers are set in accordance to the results of the survey and in combination with their provider type (Family Child Care Home I/II and Child Care Centers), their geographical location (Urban or Rural) and accreditation.
Subsidy rates are set at the 75th percentile of the current MRS.
Quality Progress Report
The Quality Progress Report (QPR) is a federal requirement of the Child Care and Development Block Grant and is submitted annually.
The QPR collects information from the state to describe investments to improve the quality of care available for children birth to age 13. This report asks for the state to describe how quality funds are spent, which activities were funded and the measures used to evaluate the progress in improving the quality of child care services and programs.

Program Integrity
The Department of Health and Human Service Economic Assistance Program Integrity Team investigates suspected fraud, waste, and misuse for all recipient programs and child care provider fraud. Program Integrity helps to ensure all funds are spent appropriately and that the necessary services are delivered to eligible recipients.
