For the EMS Representatives:
Definition – Emergency Care Provider is a Nebraska-licensed Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), or Paramedic who is actively involved in the provision of pre-hospital emergency medical care on a Nebraska-licensed Emergency Medical Service (EMS) that responds to 100 or more calls per year.
Application Process - Health Care Advisory Region (HCAR) applicants can download a fillable PDF application form and email it to DHHS.RHTP@nebraska.gov.
Applications Due: April 14, 2026
Criteria - For an application to be considered, a provider must meet the following criteria.
- Must have been in practice for no less than three years
- Must be located in the region that is being applied for and currently practicing in a rural setting
- Must be employed or volunteer for a Nebraska-licensed EMS
Selection Process - DHHS will convene an application review committee to review applications and officially select members of the HCAR. DHHS will inform applicants via email that they have been selected to serve on the HCAR. Upon the applicant's acceptance, they will be confirmed as members of the HCAR.
Applications will be assessed for:
- The geographic needs of the region
- Relevance of the applicant's skills and experience
- Clarity and relevance of the applicant's written responses
- The types of EMS experience and leadership the applicant has
- The scarcity of the EMS services and hospital partners available in the applicant's service area
- The amount of practice experience that the applicant has
Ancillary Provider Representative:
Definition - An ancillary healthcare provider is a medical entity or professional that offers supportive and diagnostic services to supplement the primary care provided by doctors, nurses, or hospitals. For the purposes of HCAR, it means a provider of the following services.
- PT/OT/ST
- Audiology
- Optometry
- Medical Nutrition Therapy
- Podiatry
- DME
- Chiropractic
- Respiratory therapy
- Social work
- Radiology
- Lab
