The CARES Act appropriated a total of $4 billion in supplemental ESG funds (ESG-CV) nationwide. HUD allocated the Nebraska Balance of State $8.5 million to be used to prevent, prepare for, and respond to COVID-19 among individuals and families who are homeless or receiving homeless assistance. Awardees can utilize ESG-CV dollars to support regulatory ESG activities, per 24 CFR 576, in addition to:
Agencies awarded ESG-CV funds agree to provide homeless assistance services, in direct response to COVID-19, by adhering to HUD and NHAP rules and regulations. Agencies awarded as Regional Leads are committing to provide ESG-CV dollars to other agencies in their region who request additional funding to further efforts in preventing, preparing for, and responding to COVID-19 among individuals and families who are homeless or receiving homeless assistance to mitigate the impacts created by COVID-19.

Finally, please note that under the ESG program, income eligibility is based on the HUD income limits in effect at the time of income verification. Income eligibility is not based on HUD income limits that correspond with the grant year under which the ESG funds were awarded.
