• List of 2023-24 Emergency Solutions Grant and Homeless Shelter Assistance Trust Fund Awardees​​
  

The Emergency Solutions Grant (ESG) program and Homeless Shelter Assistance Trust Fund provides funding for:

• Street Outreach to engage homeless individuals and families living on the street
• Emergency Shelters to improve the number and quality of emergency shelters for homeless individuals and families, and to assist with operational and service costs
• Rapid Rehousing to quickly re-house homeless individuals and families
• Homeless Preventions to avert families and individuals from becoming homeless
• Data Collection (HMIS) to assist HUD and the Continuum of Care in determining service needs of homeless and at-risk of homeless individuals and families  

Agencies awarded ESG and HSATF funds agree to provide homeless assistance services by adhering to HUD and NHAP rules and regulations. For additional details on the ESG grant, please visit ​HUD's web​site.

• Area Medium Income Chart by County - Please follow the instructions to ensure adherence to income eligibility guidelines:  Click on the data tab and scroll down to the 5th section labeled “HUD 30% Income Limit for ALL Areas." When working with ESG program income limits, please be aware that the “Extremely Low Income (ELI) families" limits do NOT apply to the ESG or Continuum of Care (CoC) programs. ESG does not use the ELI measure to establish income limits but instead uses the 30% of Area Median Income (AMI) income limits. Please use the 30 percent AMI tables. If ESG subrecipients were to use the ELI standard, some applicants for ESG assistance might be falsely determined to be eligible, when actually their incomes were over 30 % AMI.

  Finally, please note that under the ESG program, income eligibility is based on the HUD income limits in effect at the time of income verification. Income eligibility is not based on HUD income limits that correspond with the grant year under which the ESG funds were awarded.
