For many years, both in Nebraska and nationwide, a critical shortage of placement options has existed for youth with complex needs entering the foster care system. To address this challenge, DHHS is developing Comprehensive Foster Care (CFC) program, a specialized foster care initiative designed to expand the availability of high-quality placement options for youth in Nebraska's foster care system.
CFC is designed as a community-based stabilization service for youth in need of a highly structured environment with dedicated caregivers in a family setting. This program will offer an increased level of intervention and support beyond what is available through traditional foster care to children and youth of all ages. The CFC team will recruit, train and support caregivers who have professional skills and experience working with youth who have high acuity needs. Each CFC home will be a licensed foster home and assigned to a CFC Specialist who will work in conjunction with the CFSS for that youth.
CFC will be managed internally by DHHS staff with specialized training, ensuring we provide high-quality support and case management services.
