Lincoln –A return to normal means some of the programs in the Division of Developmental Disabilities (DDD) will see changes as the State of Emergency and Executive Orders that have been effective conclude.
All services will be delivered as described in the Home and Community-Based Service (HCBS) waivers for those in need of long-term care, whether care takes place in their own home or a community setting, unless the participant's team approves virtual services. This includes Habilitative Workshop, Adult Day Services, Habilitative Community Inclusion, Independent Living and Supported Family Living.
Groups of three living in a Shared Living and Host Home, Independent Living, and Supported Family living will need prior approval by DDD Central Office.
- The cap for Independent Living and Supported Family living will be in place at 70 hours a week for Comprehensive Developmental Disabilities (CDD) waiver and 25 hours per week under Developmental Disabilities Adult Day (DDAD) waiver.
- The cap for use of backup staff in a Shared Living and Host Home will be in place at 360 hours.
New flexibilities for tele-monitoring, now called virtual services, will be allowed for some DDD services. Separate guidance will be issued on virtual services.
- DDD Service Coordination staff will continue to connect with participants and/or team members monthly to monitor services either in person or on the telephone. Quarterly, onsite monitoring will resume for participants who are utilizing waiver services.
- DDD will resume all Annual Person Centered Plans and will be conducting them in-person with team members, in order to verify current assessments and to plan ahead for the upcoming year.
- DDD will resume in-person Annual and Semi-Annual Individual Support Plan (ISP) meetings and update the ISP accordingly. The expectation that the annual level of care re-assessment will be completed annually and in conjunction with the Annual ISP planning meeting.
