The Social Services for Aged and Disabled Adults (SSAD) program provides help to persons who are age 60 or older, blind or disabled or live independently with support in their own home.  In order to be eligible for services through SSAD, a person or married couple must meet certain tests, including resource and income tests. SSAD will only provide services that are not covered through Medicaid services or other programs.


  • Chore – Help with tasks needed to live at home, including cleaning, shopping, preparing meals or washing laundry.
  • Adult Day – Social activities, supervision, supportive services or meals provided in a licensed setting.
  • Home-Delivered Meals – Meals, usually a noontime meal, delivered to your home.
  • Congregate Meals – Meals provided in a group setting at an approved location.
  • Non-Medical Transportation – Provides payment to a transportation provider to locations for shopping needs, non-medical appointments or to adult day services. This will include public transportation where available.

SSAD is funded through Nebraska state funds and the Social Services Block Grant (SSBG). DHHS is required to file an annual plan which summarizes the programs and services offered by the SSBG. Current State Plan
