The Nebraska Legislature enacted into law LB 20 in 2011 which amended the Uniform Controlled Substances Act such that beginning January 1, 2012, before completing the sale of a methamphetamine precursor, the seller must electronically submit required information to the National Precursor Log Exchange administered by the National Association of Drug Diversion Investigators.
The Nebraska Department of Health and Human Services, Division of Public Health's Licensure Unit has agreed to assist in the implementation of this law by including on its website the following information:
The content of the portion of the Uniform Controlled Substances Act that pertains to the sale of methamphetamine precursors and a link to the site where the required information can be entered.
Pharmacies and other retailers that sell methamphetamine precursors over the counter (OTC) will need to report to the National Precursor Log Exchange (NPLEx) that has been developed by Appriss, the technology provider for NPLEx.
If your pharmacy does not sell methamphetamine precursors OTC, there is nothing you need to do. The National Precursor Log Exchange (NPLEx) system needs to be used by pharmacies and retailers that sell ephedrine, pseudoephedrine, or phenylpropanolamine OTC products.
If your pharmacy IS set-up and using the NPLEx or MethCheck system, you do not need to do anything.
If your pharmacy is NOT set-up to use the NPLEx system, you will need to request an NPLEx account.
