The National Youth In Transition Database tracks the services provided to youth when they are transitioning from foster care to adulthood through a short survey. Former wards that complete the survey will receive a gift card!

What is NYTD?

NYTD stands for the National Youth in Transition Database.  In 1999, Congress established the John H. Chafee Foster Care Independence Program (CFCIP). This program gives states funding to assist youth in transitioning out of foster care.

The law also requires the Administration for Children and Families (ACF) to develop a system to track the independent living services provided to youth and to develop outcomes that measure states' success in preparing youth for their transition from foster care to adult living.

What will Nebraska Report?

NYTD requires us to engage in two data collection and reporting activities.

First, DHHS will collect basic data on each youth and the independent living services provided to them by Nebraska in 13 categories:

  1. Independent living needs assessment
  2. Academic support
  3. Post-secondary educational support
  4. Career preparation
  5. Employment program or vocational training
  6. Housing education and home management training
  7. Budget and financial management
  8. Health education and risk prevention
  9. Family support and healthy marriage education
  10. Mentoring
  11. Supervised independent living
  12. Room and board financial assistance
  13. Education financial assistance

Second, DHHS will conduct a survey of youth in foster care at age 17 (within 45 days after their birthday) and will conduct a follow up survey with a random selection of these youth at ages 19 and 21 to collect and report information about the following youth outcomes:

  • Financial independence/self sufficiency
  • Homelessness experiences
  • Educational attainment
  • Positive, permanent connections with adults
  • High-risk behavior
  • Access to health insurance

DHHS will collect and report on the above information every 3 years with different youth. All outcome information must be obtained directly from the youth and reflect the youth's response through completion of the survey.
