Grant Program Overview

Civil Money Penalty (CMP) Grants are intended for improving the quality of care and well-being of residents in certified nursing facilities. Grants are awarded annually to eligible entities for one-time or start-up projects. CMP Grants may not be used for nursing home services, supplies, or equipment that are the responsibility of nursing homes, such as laundry, linen, food, heat, or staffing costs. Projects must be continued or concluded without additional CMP funding. 

DHHS will award up to three CMP grant projects worth up to a combined $50,000. CMP grant awards are subject to funding availability.​

Eligible groups for CMP Grant funds include (but are not limited to): 

  • Certified Nebraska nursing facilities and their residents
  • Professional/state nursing facility associations or advocacy groups
  • Consumer advocacy organizations
  • Resident or family councils
  • Nursing facility resident quality improvement organizations or private contractors

Projects may include:

  • Training and support for the State and local long-term health care ombudsman regarding resident-centered care
  • Direct improvement to quality of resident care
  • Resident or family councils
  • Consumer education
  • Transition preparation
  • Non-routine staff training focusing on industry advancements specific to quality services
