What you need to know

​The Interstate Compact on the Placement of Children (ICPC) is a law which assists in the placement of children from one state to another.  ICPC requirements ensure that children have access to the same protections and services as if they stayed in their home state.

ICPC Applies To:

  • Placement prior to an independent, private or public adoption
  • Placements into foster homes, group homes, residential treatment facilities and institutions when the child is a ward of the court
  • Placements with a parent or relative when the child is a ward of the court
  • Placements in a group home or residential treatment facility by a parent or legal guardian
  • Placements in a group home or residential treatment facility for juvenile offenders

Who Uses It?

  • The state or any officer or state employee
  • A state subdivision, such as a county or city, or any officer or employee of the subdivision
  • A state court
  • Any person, corporation, association, charitable agency or other entity which moves a child into another state

 

Tip

  • If a child is a ward of another state, contact that state's caseworker to begin the ICPC process.
  • Placement in medical or psychiatric hospitals, institutions for the mentally ill, boarding schools or any educational institution do not require an ICPC.
