​​​Title 391 -- Children's Services Licensing

These regulations govern the licensing of child care providers, including family child care homes, child care centers and preschools. The regulations include provider and staff requirements, the application, the licensing and inspection process, and standards to protect the health and safety of children in care.​

Title 392 -- Child Care Subsidy Program

These regulations govern the Child Care Subsidy Program, which provides assistance with child care costs to low-income families working toward self-sufficiency. The regulations cover general background, application process, elements of eligibility, authorization and notice, and provider requirements for subsidized child care.


Title 392 Guidance Document - Guidance documents are written agency statements which lack the force of law but provide information or direction of general application to the public to interpret or implement statutes or agency rules or regulations.  A guidance document does not give rise to any legal right or duty and should not be treated as authority for any standard requirement, or policy.  These documents are published by DHHS in accordance with Neb. Rev. Stat. § 84-901.
