In 1981, the Nebraska Legislature created the Nebraska Cancer and Smoking Disease Research Program when one-cent (1¢) of the tax per pack of cigarettes sold in the state was designated to fund the program.

A portion of the generated revenue also funds the University of Nebraska Eppley Institute for Research in Cancer and Allied Diseases and the Cancer Registry at the Nebraska Department of Health & Human Services.

The remaining funds are awarded to all campuses of the University of Nebraska and Creighton University which compete annually for the funds.

In 1993, the Nebraska Legislature increased the tax on cigarettes and designated an additional two cents (2¢) per pack for cancer and smoking disease research. The revenue from the two-cent program goes to the:

  • University of Nebraska Eppley Institute for Research in Cancer and Allied Diseases, and
  • Other postsecondary educational institutions in Nebraska with colleges of medicine that have cancer research programs (Creighton University).

The goal of the program is to build research capacity.
