Department of Health and Human Services to Hold Hearing November 3 on Proposed Changes to Medicaid Regulations

Lincoln – The Nebraska Department of Health and Human Services (DHHS) Division of Medicaid and Long-Term Care is holding a hearing to accept comments on proposed regulations related to Medicaid coverage for mental health and substance abuse services for children and adolescents to bring the regulations into compliance with federal Medicaid regulations. The hearing will be held November 3, 9:30 a.m., in the Nebraska State Office Building, 301 Centennial Mall South, Lower Level, Conference Room A, in Lincoln.
 
The proposed changes to the regulations will:
  • Revise mental health and substance abuse service definitions and rate methodology, including the unbundling of some existing bundled rates;
  • Clarify that Medicaid is not able to pay for medical services in an Institution of Mental Disease, unless the patient is under age 21 and the facility meets the federal requirements for a Psychiatric Residential Treatment Facility (PRTF);
  • Clarify that Medicaid is not able to pay for room and board in Therapeutic Group Homes;
  • Provide that Medicaid can pay only for non-emergency physician medical services and medications that are on a patient’s Active Treatment Plan and delivered in the PRTF by the PRFT.
