Nebraska Homeless Assistance Program (NHAP)
 
Homeless Management Information System (HMIS)

In 2001, Congress directed the U.S. Department of Housing and Urban Development (HUD) to ensure the collection of more reliable data regarding the use of homeless programs. HUD has since directed the programs it funds to develop a local Homeless Management Information System (HMIS) to collect and report data on the usage of homeless services and mandated all Continuum of Care applicants to demonstrate progress in implementing HMIS. In Nebraska, the statewide HMIS software is ServicePoint.
 
In addition to HUD-funded programs, HUD encourages participation in HMIS by all other programs within a Continuum of Care that serve homeless persons, especially other federally-funded programs.
 
A victim services provider may use a comparable database that collects client-level data over time and generates unduplicated aggregate reports based on the data.
