Nebraska's Youth Rehabilitation and Treatment Centers abide by a zero tolerance standard for incidents of sexual assault, sexual abuse and sexual harassment committed against youth placed at our facilities by other youth, volunteers or contractors.   YRTC strictly prohibits any type of sexual relationship, regardless of consent; violations are subject to administrative and criminal disciplinary sanctions.  Related Administrative Regulations  pdficon.gif (914 bytes)115.17 and pdficon.gif (914 bytes)112.2

The Department of Health and Human Services-Office of Juvenile Services has designated a State Coordinator responsible for the oversight, coordination and monitoring the development and implementation of the YRTCs efforts to:

  • Comply with juvenile facility best practice standards for the prevention;
  • Detect, report, and investigate incidents of sexual assault, sexual abuse or sexual harassment. 

Each YRTC has a designated Facility Compliance Manager directly responsible for the implementation of the juvenile facility standards.
