When the State's operational definition to meet the requirements of LB 1083 was distributed, the definition stated that a consumer is: "an individual or family member who has utilized substance abuse, mental health, gambling, or other addiction services from licensed professionals." This is the definition that was approved by the State Advisory Committee in November 2005.

The Office of Consumer Affairs focuses on four areas:

          1. Consumer/Peer Support - consumers helping consumers
          2. Relationships - build and strengthen consumer involvement
          3. Planning - how to get the best out of the system
          4. Advocacy - how to find the best information and resources out there now
