71-805 (3) The administrator of the division shall establish and maintain an office of consumer affairs within the division. The program administrator for consumer affairs shall be responsible for the administration and management of the office.

71-808 (2) ... Each regional behavioral health authority shall encourage and facilitate the involvement of consumers in all aspects of service planning and delivery within the region and shall coordinate such activities with the office of consumer affairs within the division.

Consumer Involvement and the Office of Consumer Affairs (OCA):

  • The OCA Facilitators Circle: There are 19 peers trained as facilitators in the Nebraska Peer Support and Wellness Specialist Curriculum.  These individuals have been through two trainings: one in peer support and another in facilitation of the Peer Support and Wellness Specialist curriculum.  The facilitators were selected by an open public invitation to apply to the training.  For more information see the Certified Peer Support and Wellness Specialist page.
  • OCA Peer Support and Wellness Specialist Certification Program: The OCA hosts one to two trainings per year.  The applicants are selected through an open public invitation to apply to the training.  For more information on the program, see the peer support training web page.
  • The OCA People’s Council: The Nebraska OCA People’s Council provides recommendations to guide the Department of Health and Human Services Division of Behavioral Health, including the OCA, and related state agency partners on ways to best support adults, children, and their families in the journey of healing, recovery, resiliency, and personal transformation.OCA Peoples Council web page.
  • The Statewide Behavioral Health Conference:  This annual statewide behavioral health conference will provide a multi-disciplinary approach to education and engagement and give participants an opportunity to grow Nebraska’s systems care. Attendees will include behavioral health professionals, consumers of behavioral health services, employees of state behavioral health-related agencies, medical and legal professionals, educators, and federal, state, tribal, territorial, and local policymakers, administrators, planners, leaders, and advocates.   • Artist of the Arboretum- OCA features a monthly Artist of the Arboretum at the Lincoln Regional Center. Artists will host art talks and display their work in the Administration building.   • NAMI Trainings for Support Group Leaders: The Office of Consumer Affairs contracts with NAMI to host trainings for support group leaders.  For more information call NAMI at 402-345-6264
  • State Advisory Committee on:
    Mental Health Services;
     
    (1) The State Advisory Committee on Mental Health Services is created. Members of the committee shall have a demonstrated interest and commitment and specialized knowledge, experience, or expertise relating to the provision of mental health services in the State of Nebraska. The committee shall consist of twenty-three members appointed by the Governor as follows: (a) One regional governing board member, (b) one regional administrator, (c) twelve consumers of behavioral health services or their family members, (d) two providers of behavioral health services, (e) two representatives from the State Department of Education, including one representative from the Division of Vocational Rehabilitation of the State Department of Education, (f) three representatives from the Nebraska Health and Human Services System representing mental health, social services, and Medicaid, (g) one representative from the Nebraska Commission on Law Enforcement and Criminal Justice, and (h) one representative from the Housing Office of the Community and Rural Development Division of the Department of Economic Development.     Substance Abuse Services;
    (1) The State Advisory Committee on Substance Abuse Services is created. Members of the committee shall have a demonstrated interest and commitment and specialized knowledge, experience, or expertise relating to the provision of substance abuse services in the State of Nebraska. The committee shall consist of twelve members appointed by the Governor and shall include at least three consumers of substance abuse services.  NRS Section 71-815
