DHHS Seeking Public Comment on Waivers

Lincoln—The Nebraska Department of Health and Human Services is asking for feedback on its draft Medicaid Home and Community-Based Waivers for people with developmental disabilities. 

The public comment period runs from Jan. 26 to Feb. 24. Written comments must be postmarked or received by 5 p.m. on Feb.24.

Currently, DHHS has two approved comprehensive waivers - adult comprehensive and children’s comprehensive - providing services to individuals with intellectual and developmental disabilities.

Courtney Miller, director of the Division of Developmental Disabilities at DHHS, said the current adult comprehensive waiver expired and has been granted extensions.  The Division is seeking to renew the children's waiver to combine the adult comprehensive with the children's to provide a waiver that covers both children and adults.  This change was made based on consumer input, said Miller, and streamlines the process of service delivery throughout an individual’s life.

“We’ve been across the state meeting with people we serve, their families, advocates and providers, and the waivers were written with their comments in mind,” said Miller. “The waiver provides increased choice and flexibility to purchase the services and supports individuals need and want.”

This official public comment period provides yet another important opportunity for input to Nebraska’s waiver services for people with developmental disabilities, said Miller. The next step after the 30-day comment period is submitting them to the federal Centers for Medicare and Medicaid Services (CMS) for approval.
