Department of Health and Human Services to Hold Hearings June 28 on Proposed Regulations Affecting the Children and Family Services Division
 
Lincoln –The Nebraska Department of Health and Human Services is holding four hearings on proposed changes to regulations related to child support enforcement, Aid to Dependent Children, the Supplemental Nutrition Assistance Program, and Aid to the Aged, Blind and Disabled.  The hearings will be held on Thursday, June 28, in the Nebraska State Office Building, 301 Centennial Mall South, in Lincoln, conference room Lower Level A.
 
Hearing at 10:00 p.m. CT
 
The Division of Children and Family Services is holding this hearing to accept comments on proposed changes to regulations related to child support enforcement.  These changes will:
  • Clarify who is required to receive child support enforcement services;
  • Update case closure criteria;
  • Update sections on safeguarding, confidentiality and disclosure of information;
  • Remove certain language on release or subordination of liens; and
  • Update provisions on intergovernmental cases.

Hearing at 11:00 a.m. CT

The CFS Division is holding this hearing to accept comments on proposed changes to regulations related to the Aid to Dependent Children Program.  The changes will:

  • Provide eligibility for certain emancipated minors;
  • Set out provisions enacted under LB 465 (2011) which eliminated state-only-funded assistance for legal permanent residents; and
  • Update provisions on the calculation of child support income in the determination of ADC grant eligibility.

Hearing at 1:30 p.m. CT

The CFS Division is holding this hearing to accept comments on proposed changes to regulations regarding the Supplemental Nutrition Assistance Program. The changes will:

  • Set out provisions enacted under LB 465 (2011) which eliminated state-only-funded assistance for legal permanent residents;
  • Establish broad-based categorical eligibility as required under LB 543 (2011);
  • Change participation in the Employment and Training Program from mandatory to voluntary;
  • Set out requirements for able-bodied adults without dependents;
  • Replace the term “food stamp” with “SNAP.”

The CFS Division is holding this hearing to accept comments on proposed changes to regulations related to the Aid to the Aged, Blind and Disabled Program.  The proposed changes will set out provisions enacted under LB 465 (2011) which eliminated state-only-funded assistance for legal permanent residents.

Anyone may attend and comment at the hearings or submit comments in writing.  Written comments will be given the same consideration as oral comments.  Written comments must be postmarked or received by 5:00 p.m. CT on June 30 and should be sent to DHHS Legal Services, 301 Centennial Mall South, P.O.
